EnounceAI wins Rep. Dina Titus’s 2023 Congressional App Challenge in Nevada’s First District

Rep. Titus has named Ryan Cortenbach, an 11th grader at Coral Academy of Science Las Vegas Sandy Ridge, as the winner of the 2023 Congressional App Challenge in Nevada’s First District.

When asked what inspired the creation of EnounceAI, the student said, “As someone who struggled to become conversationally fluent in Russian using traditional language learning apps, I was inspired to create EnounceAI as a solution to the limitations I faced. Most apps I tried were heavily focused on vocabulary drills and grammar rules, but didn’t provide enough opportunity to practice constructing sentences and having real conversations. I could memorize words and conjugation tables, but had no idea how to actually speak Russian outside of the highly-structured app environment.

This disconnect between learning vocabulary/grammar and applying it conversationally motivated me to develop an app leveraging AI to bridge that gap. With EnounceAI, my goal was to move beyond passive methods like flashcards and instead facilitate active, conversational learning powered by AI. The chatbot provides limitless opportunities to have back-and-forth discussions that are personalized to the user’s exact abilities in order to expand their conversational abilities. And by analyzing the user’s responses, it can provide tailored feedback to improve their grammar, sentence structure, and fluency.

Drawing on my own frustrations of feeling unable to have real conversations despite using learning apps, I wanted to transform the way people discover and experience new languages. By focusing on conversation and comprehension with the help of AI, EnounceAI provides a more natural, immersive path to fluency – one that equips users with the skills they need to authentically engage with native speakers. My vision was an app that didn’t just teach language, but enabled people to actually use it.”

This year’s Challenge saw an unprecedented level of participation, with 374 Members of the House of Representatives hosting competitions, surpassing the previous record of 340. A remarkable 11,334 students from across the United States competed in this year’s Challenge, marking an impressive increase of nearly 1,000 participants compared to the previous record set in 2019. The enthusiasm and creativity these students display is a testament to the growing interest in technology and signal a bright future for American innovation. The surge of ingenuity continued with a whopping 3,645 original applications flooding in, nearly a thousand more than the previous year’s high. This remarkable growth showcases the exceptional talent and innovation within our nation’s youth.


The Congressional App Challenge is an official initiative of the U.S. House of Representatives, where Members of Congress host contests in their districts for middle school and high school students, encouraging them to learn to code and inspiring them to pursue careers in computer science. This resounding show of bipartisan support emphasizes the critical importance of STEM education in today’s rapidly evolving world. Each participating Member of Congress selects a winning app from their district, and each winning team is invited to showcase their winning app to Congress during our annual #HouseOfCode festival. The program is a public-private partnership made possible through funding from Omidyar Network, AWS, Rise, theCoderSchool, Apple, and others.

The 2024 Congressional App Challenge will launch in May of 2024, and eligible students can pre-register for the competition now.
